You are eligible to get a job in PSU if you crack the GATE exam, it does not matter what degree you choose, what matters here is your GATE marks. But as you are an automobile student, it will be probably a little bit difficult for you to prepare for mechanical exams as your syllabus will differ.

Unfortunately gate 2020 application dates have passed now you can't sit for gate 2020. You'll have to wait for gate 2021 you can apply then.

The eligibility criteria for the post of Scientist/Engineer at ISRO are as under:
1. Educational Qualification
2. Age Limit
Applicants who are applying for the exam must be less than 35 years as of November 4, 2019. The upper age limit for SC/ST applicants is 40 years and for OBC is 38 years . According to the Government of India, Ex-Servicemen and PwD are also eligible for age relaxation.
3. Nationality
Applicants applying for the post of Scientist/Engineer ‘SC’ should be a citizen of India .
Selection Process through Gate
The person is selected on the basis of their primarily scores to be eligible for written exam of 90 minutes after this clearance one is called for interview and then shortlisted.

Here is the cut off for admission in IIT, Hyderabad in various M.tech courses related to electronics
Cut off changes every year based on various factors like number of candidates appeared, difficulty of exam, number of seats available etc. It may increase or decrease slightly.
Yes you can write cse gate exam even if your a biotech student but your syllabus will differ which will make it difficult for you to study their core subjects. It is better to opt your course and write gate exam in it for good gate marks.

Yes you can surely apply for gate ECE paper. It is one of the best renowned exam for engineers. Next thing is that you can apply for it only if you are in final year of your graduation or qualified it . In second year and First year you can't apply.
