I am getting 64 marks Gate Mechanical 2020. Considering the paper to be too difficult, Can I expect Design Engineering in IIT Guwahati or IIT Hyderabad ?

So, it depend upon when you gave your exam.
The cutoff at IIT Guwhati is 400 for general to apply for further round. So, you have high chance here. But in IIT Hyderabad 700 was cutoff. So, here it appears to low chances.
