Chances of getting hbtu at your rank is quite difficult because the last branch in hbtu closes at some 40k rank. For general civil it goes till 30k only. Also there is nothing fixed weather spot round will take place or not . If spot round occurs for hbtu then there will be very thin chances otherwise you take that the answer is no, you won't get civil in hbtu Kanpur.
Don't worry still there are lot of opportunities waiting for you . Just try to figure out where you can get the civil branch in best college available at your rank .

With your mentioned rank you may definitely get HBTI and also you may get a core branch there. Maybe not in the first few rounds but definitely in the subsequent rounds.

10% reservation is given to GENERL-EWS section.
There are exactly 26,673 seats in NITs/IIITs and GFTIs at present.So if you take 10% reservation then only 2667 seats are for EWS category.
If your rank in ews category is 8,973 then you might not get seats in any of the NITs.
You can apply to other college except NITs/IIITs/GFTI .You have chances you might get that.For that you need to apply for state counselling.
