Hello Aditya Sharma,hope you are doing well.The counselling for  REC colleges is based on both the HPCET and jee merit .For each exam they consider different cutoffs and based on that they counsel the students.

In total there are 31 NITs across the country.

I am sorry to say but with 84 percentile you can't get any NIT since your CRL rank would be around 150000 and the closing rank for general category is 30000.
Hence you won't get any seat in NIT

At this number you get very low rank in Hpcet entrance examination for admission in colleges providing several courses. To get a gov college for b.pharmacy you need to score high rank in this entrance examination.

Their is no possibility to get admission in government colleges at this

You can rightfully try and take part in the process of the merit lists however I also suggest you to look for some good private institutes

With these marks, you have a very low chance of getting into a government college in H.P. 

counselling is not necessary for everyone. if you want to get into any college then only apply for counselling.

The qualifications you have stated here it won't make you eligible for a government college. You can try for government college in your domicile as they keep reservation for state quota and you can get an admission. It will be kind of risky so better to keep security i.e.
