No I think you cannot change government college to Indian Institute of Technology (IIT) or National Institute of technology (NIT) .Why because IIT or NIT seats are based on JEE main and advanced scores and JOSSA counseling.

As per your cutoff score and previous year cutoff, Anna University Regional Campus - Coimbatore last year opening cutoff was 185.5 and closing cutoff was 169.5 in 2nd round of couselling.

So, there are few chances if cutoff decreases this year, you will get seat in  Anna University
