Yes, mechanical engineering department of NIT HAMIRPUR does offer mechatronics course in its final year. NO , currently no IITs or NITs have mechatronics .

There has been no official statement from Indian Institute of Technology, regarding overall seats increased for Undergraduate programs. But the supernumerary seats for females have increased from 17% to 20% this year.
Also due to establishment of some new IITs' the seats have automatically increased, like IIT Bhubaneswar

If you don't get selected for IIT , you have other college options like NITs and GFTIs based on your rank in JEE Mains . If you even don't get them you have option in state government engineering colleges or private colleges but they are costly .

ITIs are the diploma institutes which provide diplomas in the various engineering streams  like electrical, mechanical, etc.

To do ITI diploma you have to be a minimum 8th class student. Some ITIs have requirement of the 10th class. Since the eligibility is maximum 10th it does not matter
