Indian Institute of Technology (IITs) does not have any state quota in Undergraduate or Post graduate programs. From which ever state the candidate belongs to does not matter for IIT, what matters is the candidates's performance and scores.

I assume that your taking about the five year degree offered by IITs that award you a Btech and Mtech at the end of five years.

In my opinion it is a pretty good degree because

1. You get you're masters degree quicker.
2. You dont have to go through the dilemma

With a total score of 421 out of 1000, it might be tad difficult for a seat in IIT or NIT. If your target colleges are IIT and NIT, you may have to reappear for GATE again. But to check the list of the colleges that you might have a
