No, a SEBC certificate issued by your state government is not valid for getting OBC reservation under the All India Quota (AIQ) in NEET counselling .
For AIQ seats, you must have an OBC-NCL (Non-Creamy Layer) certificate that is approved by the Central Government. Also, your caste should be listed in the Central OBC list.
If you don’t have a valid Central OBC-NCL certificate, you will be considered under the General category for AIQ counselling.
However, your SEBC certificate can be used for state quota counselling if your state gives reservation under SEBC.
You can check if your caste is in the Central OBC list and apply for the Central OBC-NCL certificate from the concerned authority in your area.

Well 4 lakh is not a very good rank, but according to past year's trend, there are chances that you might get into a private medical college for MBBS, not in very 1st round but till 3rd round or stray vacancy round you might get into a private college for your desired course.
