State quota does matter a lot in getting selected to prestigious colleges. According to your son's rank NIT Trichy is most least likely option. But, he does have a slight chance for  both the IIIT's as mentioned by you.

There is no chance of getting NIT, Tiruchirapalli or IIIT,Kancheepuram. However you can excel in other exams like BITSAT, VITEEE AND JEE advanced e.t.c and can get better options.

If you want to be in rank list, you must score more than 90, now talking about your rank 982, it would get a bit tough for you to get into IITdm jabalpur ( last year it was something around 300, I guess )
