Yes , you need to pay the fees to confirm your seat in the IIM . The stipend is when you get hired for the summer internship programme. It  depends upon the company that hires you and your rank.

All the IIMs have different admission criterias. 

The new IIMs have a little less cut off than the old IIMs. Some give preference to the class 10 and 12 and graduation marks , while others donnot . So it depends on the IIM you wish to go
