Joint Astronomy Programme of the Indian Institute of Science is a post-MSc, Ph.D. programme, jointly run in collaboration with Indian Institute of Astrophysics, Raman Research Institute, and Indian Space Research Organization.
The courses offered by JAP provide an all-round training in modern astrophysics. Every year a few students are selected for this programme.

Yes you can appear JAM for biological sciences or biotechnology. There is no such criteria that of you should have chemistry as a graduation subjcet.But the questions from chemistry physics and mathematics are asked in biotechnology paper and mathematics in biological sciences paper which are mostly basics from 10+2 level.You can find more details about it on official site of JAM
The syllabus for msc entrance exams is generally released by the organising college or university well in advance on their official website. Candidates are recommended to prepare each and every topic mentioned.Be thorough with your bsc syllabus and have a clear idea about each and every concept.Many entrances such as IIT JAM ,TIFR,JNU also ask questions from maths chem and physics too.So for scoring a good score i would suggest you to go through 10+2 syllabus.Questions from these part are very easy and bases on mostly 11th and 12th basics.There are many books available for entrances also you can join coaching classes if you wish to.Solve the previous years question papers to get an idea.Some entrances are followed by interview in which they check your basic concepts and how well you can apply them,basics from others subjects such as chemistry also asked like normality molarity types.
Plan accordingly be thorough in whatever you are preparing and clear the entrance with flying colors.

The eligibility criteria to get into ISRO are
Admission in IIST
-score a CGPA above the selection criteria
-appear for ISRO counseling
Admission in IITs and other INSTITUTES
-Appear for ICRB exam after engineering with minimum 65% mark (or equivalent).
-Appear for ISRO interview.
YES, you are eligible for writing wbjee and getting admission in Jadavpur University, if you have a good rank.

Jadavpur University is a state-aided university and as per the information brochure of wbjee(http://wbjeeb.nic.in/WebInfoExam... ), there is no requirement of domicile as long as candidate appears from general category to take admission in in such type of institutes.

IISC Bangalore is a premiere institute in the science and research field. Most of the courses over here encorage research and are oriented that way.
One such course offered by IISC is BCA. Considering the reputation of the college, BCA from IISC is a very prestigious course and I recommend you to purusue Masters there itself. The admission process for the same wiill begin in the third week of June after the declaration of the intermediate level results!
