With this GATE score you can't expect any top IIT's but you can get IIT Gandhinagar that too with less probability.(considering OBC category).

With this much GATE score of 681, 59.33 marks and a rank of 1010, you can get lower IITs like IIT dhanbad or BHU . Your chances of getting IITs like IIT delhi , madras is low . I will suggest you to go for a good NIT

Anything more than 45% of total score is sufficient to get a good branch (maybe CSE) in an old IIT for an SC candidate.

I have seen SC people with AIR ~4000 getting CSE in IIT Bombay.
