As you have not mentioned branch hence it will be quite difficult to predict but still i am giving my opinion on all the branches.

If you are from Civil, EE, ECE, Mech or even CSE then it will be quite difficult to get IIT's or even NIT's.

Having 75%+ in boards or in top 20 percentile of your respective board. Even if you get 100 percentile and is not filling the board criteria, then you will not be eligible for IITs or NITs, but you may get some

With the GATE Score 644 there is a chance of getting New IITs like IIT Patna, IIT Indore, IIT Mandi ,IIT(ISM) Dhanbad, IIT Bhubaneshwar, etc .

There is also a chance of getting good NITs like NIT Rourkela, NIT Bhopal, NIT Nagpur, etc. So please fill your priorities
