Actually this year the JEE mains is conducting for twice January and as well as April also January session is completed But still April session yet to be completed so please we can't predict exact cutoff of IIT 2019 

But I can give the last year cut off work

Once you have cleared the certificate from the desginated hospital and they delcare the percent disability as a major one or even a minimum percent then you are clear to go into IIT without any issues.
