No you are not eligible because maximum age requied for NEET should not more than 25 years of age (Case pending before Supreme Court; final criteria will be notified with the release of NEET application form 2019)

Inorder to get into into NIT'S via JEE Mains you need to score atleast 180+ depending upon your category and if you want to enter in IIT then just clear the cuttoff marks in Mains and focus more on Advance prepration.

Well in that case you need a medical certificate from a government doctor about your disability and I think you should also discuss with the doctor or with the institute that whether this problem is considered as a disability or not.

Divide your course as per as your time table like for a one subject you have to give one hour also read NCERT they are very helpful in any exam they are very easy and in simple language if you have extra time then you can read some pathfinders

No not all IIT won't accept your JEE mains score rather than this they will accept JEE Advance score. Mains score are only the cuttoff inorder to write the IIT-JEE Advance paper with that only you may be able to enter in these elite institutes.
