Any one language and PCM subjects shall be considered for admission into IIT /NIt.

Even vocational subject can be considered.

EVs is not considered for counting .

Minimum 75% aggregate across above subject required for general category.
ForbSC, ST, PWD criterias relaxed to 65%.

Yes any government verification certificate be it domicile, caste , income all have validity of 3 years so you can easily use that but if you still have doubt then ask about this in the college just be on a safer side hope it helps

Is special round not applicable for students who got iit? they cant participate in it?

Yes, you can participate in the special round.
All candidates who were eligible for Josaa 2018 are eligible for participating in special round.

But special round is being conducted only for vacant seats in NITS, IIITS and GFTIs.
You'll get seat only in these institutes

PSUs demand at least 6.5 CGPA and IITs or IISC demand minimum 60% marks as per my knowledge. so you should try for other job and colleges.
