According to my information and seeing previous year cut off trends,with 3641 rank in jee advanced ,you cannot get either of the subjects like CSE ,ECE/EIE,EEE in any of the top 6 IITs.But you can get other subjects like civil,chemistry,aerospace,food tech,naval and ocean engg, materials and science engg. etc

As per your category and your rank, you have high chances to get a seat in IIT. The cut off for SC category is around 1000-2000.

You have to first clear the JEE mains after clearing that prepare for JEE advanced.
Then you can get admission in IIT.
And if you follow these steps then surely you can get aradmissi in IIT:

You can look for IIT-Bhu or newly build IITs because here at old IITs you may not get your choice to go for new IITs there you can get the branches you want.
