U can apply for preparatory courses in IITs as they will teach u the basic concepts that makes u fit for the iit admissions and after passing in it u can directly get into IITs in vacant seats without jee advanced

The answe is Yes . There is around 1–5 % quota depending upon the colleges ( wether NIT's or other state colleges) also in Army engineering college Pune , all the seats are reserved for children of defense personnel only.
