Every college provides facilities for extra curricular activities. Every college has different facilities. One can't expect all facilities in all colleges. But IITs do get lots of funds for these activities. You can expect much more facilities in IITs then other colleges.

Yes, you can give improvement exam. Just as per the new guidelines, for general category 75% and for sc/St it is 65% just you need to satisfy this.
