Yes of course you can appear for JEE-Advance 2021 at most because only two attempts are allowed for JEE-Advance after passion class 12th so one attempt you will use this year and note that you will not be eligible for 2022 and for JEE-Main you can give for it at most three attempts so in your case you can give it upto 2022.

According to the rank and category you have mentioned in the question you can get CSE in any of the NITs or IIITs as per previous year's cut-offs but yes you can try for some state level GFTIs in states like Rajasthan, Gujarat and so on. Some colleges in you can get CSE are Government Engineering College, Bikaner, RTU Kota, Bikaner Technical University and likewise.

Note that the cut-offs are bound to change every year depending upon various factors.

I think this year, after Round 6 of JOSAA Counselling, IITK will contact you via email and give you respective information regarding registration and fee payment. Most probably your identification and registration procedure, induction and initial classes will begin online by November mid. However as IIT KGP has planned, new admits this year might be allowed to visit campus in specific slots for certain formalities, hall allocation and campus tour, this December, subject to Covid 19 Conditions and transportation facilities. According to IIT BHILAI placements statistics Highest salary offered is 20 LPA while Average salary offered is 11+ LPA and this is for whole college in all branches.Due to lack of data of different branche we can not compare on that but by considering the previous year analysis and trends Data Science and Artificial students generally got 5 to 12 lakhs package while CS students always get paid above that range according to their skills.
