Comparision of Higher Institutions is not such a good thing as each institution has it's prime importance but coming to placements & researches only we can do a comparision as you have asked about two institutions which are performing well in both areas but you can go with JNTUH CSE if you have programming skills well and your passion is with Software employee or if you want to earn more money with your better skill then choose IITH as Civil with best palns you execute you will have better opportunities
IIT is a brand where as JNTUH also remarkable University with numerous placements.

Both the institutes are pretty new. Placements of CSE of IIIT Naya Raipur are more or less comaparable to placements of Mechanical and Electrical Departments of Newer IITs.
Secondly, I believe if you are getting Mechanical, you shouldnt let go of the IIT Tag. Choose IIT jodhpur Mechanical over IIIT Naya Raipur.
If the choice was between institutes like IIT jodhpur and IIIT Allahabad or NIT Trichy, then maybe decision could be taken otherwise.
One of the best things in IIT Jodhpur is the newly developed infrastructure and Air Conditioned Hostels. Rajasthan being somewhat near to Industrial Districts in Delhi, NCR, Gujrat, Punjab and Haryana further ensure good placements in core branches.As far as Mechanical is concerned Tata Motors, Hero Motocorp,Maruti Suzuki are regular recruiters.
Of course its your choice, if you want to study CSE, you might always choose IIIT Naya Raipur or some other new IIIT over an IIT ir NIT,but decide wisely. At the end its your career and the branch you choose, CSE or Mechanical should take you into confidence since Day 1.

Let me tell you one thing that your question does inform that you aren't biased towards any of those branches. So you would possibly be worried about the life-style , campus or even about placement or maybe almost placement. Now coming to "which is better" a part of question . At IIT Jodhpur, you'll end up in bunch of top minds of country because all of them (mechanical ones) secured an AIR of around 4000 in toughest exam of the country. This would offer you more chance to prosper due to competition there. And if you inquire from me about the life , only one word is enough , "awesome".
