There are various number of coaching institutes which provide coaching for IITJEE. However the crash course fees for 1 year may exceed 1lac if you consider a normal admission. However, the tution fees may reduce if you apply for the admission test and secure the marks set by that particular institute for clearing the scholarship criteria. Institutes like FIITJEE provide a scholarship of 25% at an easily achievable marks. Notable institutes for the same will be FIITJEE, Allen, Resonance. IIT ROORKEE is widely known for it's metallurgy branch. The overall average salary for metallurgy is 7.5 lacks per annum. The faculty provides quality teaching and the infrastructure is also very good.
IIT GOA
the first placement would be conducted from 2020 as it is established in 2016. It's faculty is also not very good compared to IIT ROORKEE.
So according to me you should go for metallurgy in IIT ROORKEE over electrical engineering in IIT GOA.

Appearing for JEE advanced examination doesn't mean that you becomes ineligible for taking admission in college based upon percentile or rank obtained by you in JEE Mains examination so you don't need to worry at all.
You will be able to take admission in NITs and other colleges based on your performance in JEE Mains examination even if you don't perform well or fail to qualify JEE advanced examination.
Now , that you still have time left for your jee examination I'll suggest you to focus on your preparation and revision, go through mock test paper sample papers and previous year question papers of jee as it will let you know your preparation level and and weak areas so that you can work on them and perform well in your examination.

Both of them are good. But out of two, IIT Madras is a better one. Both CSE and EEE are courses that are very is high in demand. Hence you need to analyse the university before deciding. Since they are IITs they are top ranked universities in the nation and there is not exactly much of a difference in the quality of education since they will be given maximum attention and facilities. But due to the ranking of various factors I would suggest this university.
And it also matters that what is your personal choice of course since they are different departments.

IIT Madras has a good infrastructure with well equipped labs and classrooms. Hostels are pretty decent and nice environment is always maintained. All the faculties are qualified and experienced over here. And education, curriculum is made in such a way that students are made to acquire more hands on knowledge than just the theory. Out of all these, I would suggest that IIT Cse would be really on the top since IITs are the top most ranked universities of the country. The universities are good as well. But the IIIT Lucknow is also very good. Hence I would rate these universities as follows: IITs CSE, IIIT Lucknow, NIT Raipur and then BITS Dual Degree.

CSE in IIT Mandi is pretty good. The placement provided by the college is really nice and almost all the students get placed. The curriculum is up to date so that the students are familiar with the latest on going knowledge in their respective field.
IIT Mandi is located in a very remote side area so you'll expect greenery but not much malls and theaters around the area.
The placement of CSE department is really nice and you can expect nice placement for yourself. Top product based firms hire in good numbers from the campus. Overall extremely competitive placements are offered to its graduates. Average package is around 11-12 LPA.

Now, look, IIT Delhi is one of the top 5 iits in India. The job opportunities for students of cse is of around 12 to 26 lpa. For the other branches like electrical or mechanical, the students get jobs of around 7 to 15 lpa. Other than cse , for good branches like ece, it have also the same level job opportunities of cse students. Last yr Microsoft offered an overwhelming package of Rs.1.42 CR which is the highest package till now. Their average salary is around 13.51 lakhs per annum. IIT Delhi has almost 82 to 84 percent placement records every year.
