Yes, you can apply for and give IIT JAM Exam if you have biology stream as IIT JAM offers M.Sc. programmes in Chemistry, Biotechnology, Geology, Mathematics, Mathematical Statistics and Physics. So, you can apply for the Chemistry, Biotechnology and Physics programmes.

IIT JAM is a joint Admission test for msc at all india level conducted by Indian Institute of Technology (IITS), its an online entrance exam conducted every year on a rotatinal basis on behalf of ministry of human resources development(MHRD), Govt, of India.
There are seven objective-type test papers in IIT jam are-
Chemistry, physics, mathematics, geology, Biological sciences, Mathematical statistics, Biotechnology.
Eligibility criteria of this exam is to hold bachelor's degree (Bsc) with minimum aggregate of 55%, There is no age limit to appear in this exam.

Yeah, I suppose you can obviously do that ,provided you perform excellently in JEE Main.Only thing which you cant do is reappear for JEE Advanced and move to another IIT.
But my suggestion would instead of planning to waste a year and work for JEE again after moving to IIT, which itself is quite difficult and is quite a tedious and monotonous, you could plan to work seriously with the curriculum in first year, and subsequently slide branches to CSE/ECE/EE and hence open a whole range of opportunities to yourself.
At IIT BHU, the Branch Change policies are comparatively relaxed and easier than its older couterparts, IIT Kanpur, IIT Kharagpur and other top IITs.
One thing you can rely on in IIT BHU, is the sea of opportunities you get during Internships and Placements be it in Core/NonCore/Finance/IT/Consultancy besides the IIT tag. So, the ball's in your court, choose wisely, at the end its your career.

The 1st and second semester syllabus in IIITs and other engineering colleges mostly comprises of the basics that you learnt in class 11 and 12. It includes subjects such as physics, chemistry, mechanics, computer sc, electronics, etc. So if you are willing to continue this year and study for JEE Mains side by side, you can do that. But make sure to be very dedicated or else not only does your GPA go down, but so does your JEE Mains ranking.
So whatever you decide, make sure you give your alternative options a good thought first.

You asked for the comparison of the Cse, ee & me streams of iit delhi.
Now, see, IIT Delhi is one of the top 5 engineering colleges in India. So, academic section of these 3 are of almost same level. If you ask for placement, I will say the job packages for cse is around 12-25LPA & for ee is 7-15 lpa. For mechanical engineering, job salary package is around 10-16 lpa.
Microsoft offered an overwhelming package of Rs.1.42 CR which is the highest package till now. Their average salary is around 13.51 lakhs per annum. IIT Delhi has almost 82 to 84 percent placement records every year.
