According to the rank and category mentioned by you in the question you have almost no chances of getting into any of the IITs. See there are very few seats under SC category which remains vacant for Preparatory courses so on such Preparatory rank it is not possible to get any of the IIT as per previous year's cut-off.

Note that the above prediction is made on the basis of previous year's cut-off and the cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.

As of these branches are considered, I would suggest Civil Engineering. Civil Engineering is one of the core engineering branches and the placement record is definitely better than environmental branches. Job opportunities are very less for environmental branch out in the industry. Since IIT Delhi is an excellent college to study, it is a safer option also.

yes, you can join IIT after diploma in CSE. but still, process of getting into iit is same. you need a valid jee advanced score to get into iit. speaking of the worth. CS at IIT is absolutely great. You can definitely shoot your shot for iit with you diploma and jee advanced (eligible) score.

Btech in ocean engineering is a four year full time undergraduate level degree programme offered by Indian institute of technology,  Kharagpur.

The placements here in this branch are excellent, the rate is almost 100 percent. Last year, highest package offered was 24.5 LPA with a median salary of 11.5 LPA. This branch also experienced recruitment participations from various software companies like accenture, delloitte etc. However, organizations like ONGC also recruit students. They also get placed in shipbuilding companies and oil refineries.

Dear Aspirant,there are good chances that you may get into IIT,NIT,GFTI based on your ST category rank. But I cannot guarantee that you will surely get a seat in the above mentioned colleges. Branches such as Computer Science Engineering and Information Technology usually have high cutoffs so you have more chances to get mechanical,civil, electrical engineering seats. You must register for JoSAA counselling without any delay and do check out for alternate colleges. Hope for the best and prepare for the worst. Right off the bat, both of them are superb choices for CSE and guarantee you great placements. However, if you want my opinion, IIT Indore  is the better one as it has a great coding environment, also it is a nice town so two birds with one stone.
