As per new rule of JEE(Joint Entrance Exam) as a candidate of general or OBC category you need to secure a score of 75% marks to Appear for JEE advance for IIT.

So, In your case you can't apply for jee advance with this board score.

Yes, you can try for IIT entrance irrespective of your category. It is meant for all the eligible students. There is some reservations for the seats but that does not eliminate the chances for general category students. Everything is right at its place. You have to work hard and excel
