I don't know the exact date but it is usually held after the completion of the last semester. And the exact date will be only tell to you by your college only so you can ask them because I think that they'll help you out better with this and tell you the exact date at which they are planning to have your convocation ceremony and solve your query as well.

The graduation ceremony or the convocation is in the month of June or July as per the data of recent years of convocation at IIT Guwahati , but due the covid , the month can vary as the convocation is conduct after completion of graduation of the students , so due to covid the semester might start late or the examination dates may also change , so the month is not fixed .
The first convocation held in IIT Guwahati was on 1st may 1999 ,
and the most recent convocation was the 23rd convocation which was conducted on 16th July 2021 ( it was conducted virtually ) .
All the convocations from 1999 ( 1st convocation ) to 2012 ( 14th convocation ) were conducted in the month of may .
All the convocation from 2015 ( 17th convocation ) to 2019 ( 21st convocation ) were conduction in the month of June .
The 15th convocation was held in month of June.
The 16th convocation was held in month of July .
The 22rd convocation was held in month of September.

To get your certificates back you may have to pay the tuition fee of that academic year or entire course fee if you leave the course in the middle of the duration of the course. It is subjected to the rules and regulations of the institute. We would suggest you to contact the administration department of the institute and enquire regarding the same. They shall assist you in this regard by providing the details of the procedure to discontinue the course.

I hope you are doing fine, Both are almost same. IIT Guwahati is older one and it is one of top 7 IITs. NIT Trichy is no.1 NIT. If you are getting Both then can surely go with IIT Guwahati as the kind of projects and learning opportunities you might get at IIT is unparalleled with any other institute (even for elite NIT Trichy). For NIT Trichy it is close to Chennai, the powerhouse of startups and innovation. Many Companies have there branches there. You will be getting many opportunities for interns outside your college at NIT Trichy but for IIT Guwahati there are not much companies so opportunities are also less.
