The admission in IITs are based on the ranks secured by the candidate in JEE Advanced examination.
The result of JEE Advanced exam will provide you a rank based on the marks scored. Admissions are based on ranks and not percentile.

To be considered for admission to the Department of Design's M.Des. programme, an applicant must meet one of the following requirements:
A four-year bachelor's degree or equivalent in design, engineering, architecture, interior design, or a related subject with a minimum CPI of 6.0 out of 10 or 60 marks is required.
NID's four-year Professional Diploma in Design or CEPT's five-year Professional Diploma in Design, with a minimal CPI of 6.0 out of 10 or 60% of scores.
The Department of Design would shortlist candidates and invite a chosen number of them to participate in the selection process (interview) on the day specified .
Based on GATE performance, grades/marks in the qualifying degree examination, and other factors, the Institute retains the right to contact a restricted number of candidates for a written test and/or interview/counseling/portfolio review, if necessary.

To be eligible for admission to MA in Development Studies , candidate must have a bachelor's (10+2+3) degree or equivalent from a recognized University, in any discipline, with a minimum of either 50% marks in major/honours only. Other than this, candidate need to appear in the written test followed by personal interview which is conducted by the IIT-Guwahati itself. yes it is applicable , but it would depends on the university or institute from where you would have enrolled for phd. however in many colleges professors are doing phd or m.phil course besides of their work at college. you need to take permission from the organization to grant the leave needed for doing phd as well.

Yes, you need to appear for JEE advanced if you want to get admission in IIT Guwahati or in any of the IITs.
This is because,
Admission in IITs is solely on the basis of the rank obtained by you in JEE advanced examination and JEE main just makes you eligible for appearing for JEE advanced
And with 95 percentile,
You hold a very good chance to qualify JEE main to be eligible for JEE advanced
For example,
In 2020, qualifying cutoff for general category was 90.3765335 and jee main 2021 expected qualifying cut off percentile is 90-95 percentile.

If you are seeking the comparison from the view of placements then IIT Guwahati with M.Tech in Communication engineering will have slight higher edge because placement percentage and average package offered is little higher than that of M.Tech in RF and Microwave engineering. Average package offered in IIT Guwahati for the asked course is around 13 Lakhs for the asked course and average package offered in IIT Kharagpur is around 12 Lakhs for the asked course. So on the parameter of placement IIT Guwahati wins over IIT Kharagpur.
If we see from the point of campus and facilities then Being very old IIT, IIT Kharagpur has quite large campus of around 2100 acres and that of IIT Guwahati is around 705 acres.

As of now its tough to say because the analysis and also cutoffs change every year due to many factors like total students appearing for exam,difficulty level of paper etc.based on previous year data you have tough chances to fetch seat in IIT kharagpur for ece the cutoff is greater than 500,for ec2 its 483.however you have few chances to fetch seat in IIT guwahati.
