yes, it is true, IIT Guwahati is offering Mtech in food science and technology in collaboration with GIFU university Japan. And under this course, the second semester would be conducted in GIFU university Japan and other three semesters 1,3 and 4th would be conducted in IIT Guwahati. Capacity for this course is 5 Indian and 5 japanese students. You can get admission by clearing gate exam in relevant disciplines such as AG/BT/CH/CY/XE/XL. First of all you should know your field of Intrest before deciding as these both options are totally different categories so it's difficult to say because both have their own benefits.
But if your confused to do Masters in Electronics and Instrumentation or Masters in Power Electronics Device.
Then I would suggest you to go for Masters in Electronics and Instrumentation at University institute of technology, Burdwan University. You could work in various job profiles and obtain great salary packages if compared with Masters in power electronics devices.
So overall I advise you to go for Masters in Electronics and Instrumentation in Burdwan University.

First of all both the IIT's are one of the reputed institution in India. As far as i know IIT Kanpur can be preferred as it has ranked 4th in NIRF and it is one of the best college for mechanical students and has better placement opportunities along with the good academic skills and the infrastructure is also good.
The placement offers are completely dependent on students skills and their performance in academic and interviews. The highest package goes around 1 crore per annum whereas the average package could be 50 lakh per annum.
IIT guwahati is also one of the best colleges for the electrical engineering alongside they have good faculty and infrastructure in the surrounding. The placement opportunities are minimum of 84%., where the highest package was 80 lakh per annum and the average package is 40 lakh per annum.
