Dear candidate hope you are doing well your question is quite confusing if you meant computer science engineering program by c.sc then I would like to suggest you that IIT BHU is one of the best it is and one of the oldest one but IIIT Hyderabad is a new IIT and it is progressing well. You can compare the cutoff of both IIT in CSE branch for IIT BHU it is around 700 for general category while for IIT Hyderabad it is also around 616 for general rank.
Also the fee structure for admission in IIT BHU is less than that in IIT Hyderabad. The median salary for BHU college is quite higher than that of HYDERABAD, a nd and Hyderabad is ranked higher in comparison to BHU.

Both the branches are good at its place and we aren't the one who should make choice for the branches you choose as it should be solely depends on your interest because you have to study the branch you choose.
Coming to the IIT's both the IIT are reputed college's and the do have good placement opportunity but apart from this IIT kharagpur has good placements with high packages ranging upto 60 lakh per annum and the average package 15lakh per annum.

You are getting CSE in IIT Roopar. See there is nothing like chance reduced due to choice filling or preference order. When you have locked your choices and when seat allocation process begin then your first priority is considered the best for you and if your rank is sufficient for it you will be allocated the same. And if in case your rank is not sufficient then your second priority is considered and then your third and the process continues. So if you have put CSE Roopar at top and IIT Hyderabad after it then if you are allocated IIT Roopar first then you will not be allocated IIT Hyderabad in subsequent round because it is below the college allocated earlier. Although it dpeends on your area of interest, I would suggest you to ahead with CSE because it has a greater scope than Civil unless you wish to join government jobs.

you will find that CSE placement is almost 100% while that of Civil is around 60%.
Also the median package is around 6lpa which is geniunely good.
