Last year closing rank of civil engineering for OBC candidates was 2444 in IIT,patna and 2545 in ISM,dhanbad. So your brother have chances to get admission at both places.

There is no comparision between IIT-ISM Dhanbad and BIT Mesra.

ISM Dhanbad is much better than BIT Mesra.

Mehcanical engineering in ISM will be more helpfull for you than IT in BIT Mesra.

After four year you will get a degree of IIT and you will be in a good company.

Go with ISM Dhanbad.
