Well certainly one might think that IIT Indore is a new institute as compared to NIT Surathkal which has proved decades of excellence. But the thing is IIT Indore is one of the fastest growing institutes in the country and the best new IIT among all others. So i guess IIT Indore can be preferred over NIT Surathkal.

The Shri Govindram Seksaria Institute of Technology and Science (SGSITS), formerly Govindram Seksaria Technological Institute(GSTI) is a public engineering institution located in Indore.
Last year the closing rank for Computer Science in SGSITS was around 20k. Sorry with 120000 rank you can't get admission in GSITS or any government college so you should go for private colleges.

The most important point that must be kept in mind is going for a branch that interests you more. Try to gather as much information as you can about these branches from the internet and the people in these fields.
The choice between an old IIT and a new one is a difficult one to make. You must weigh the pros and cons.
Indore being almost in the centre in the nation and a better city than Roorkee in terms of opportunities for coaching for higher studies will be the better option if you want to pursue higher studies.
As far as rankings from various organisations go IIT Roorkee would be the better option. But IIT Indore is also growing at an amazing pace.
As far as Branch Change is considered , it is relatively easier in the new IITs than the old ones due to the number of students.
But in some IITs like IIT Hyderabad, branch change also depends on the branch you have taken and is much easier in branches like chemical engineering and civil engineer.
