Metallurgical Engineering in general is a very good choice , but as far as IIT Patna is concerned it is a very new Insititute and secondly its Metallurgical Department is only a year old and lacks in experienced faculty, curriculum and research facilities as well as employer outlook.
As far as NIT Kurukshetra is concerned it is one of the best old technical institutes in North India for Mechanical Engineering next to IIT Delhi , IIT Roorkee and PEC Chandigarh. The institute has good infrastructure, faculty and research facilities. Located near Industrial hubs at Delhi, Gurgaon, Chandigarh and Noida further provides impetus to training and placement oppprtunities. Most of the Top Companies like Tata Motors, Honda, GE, Trident, Mahindra, Maruti Suzuki, JSW, Vedanta recruit from the campus. Besides this, it provides in depth education at almost half the fee charged by BITS Hyderabad, so also provides good Return on Investment.

IIT Patna's civil branch in that regard is really great. they have many government as well as private job opportunities. (the civil department of IIT Patna holds many environment related projects for the Bihar Government), they have a great research atmosphere amongst the students and non-branch related placements are also great.
As for IIT Gandhinagar - Civil students mostly go for non civil fields of employment, they opt and sit for interviews of managerial positions and as far as internship opportunities are concerned they are decent.
IIT Patna would be a better option for B.tech in civil engineering, but you may choose any other.

IIT Patna is a good college for civil engineering. IIT Patna as compare to IIT Bhubaneswar and also find a good culture in the IIT Patna for engineering. IIT Gandhinagar In the civil branch, the average package offered is Rs. 9 lakhs per annum. The highest package offered is Rs. 25 lakhs per annum as the IITs are producing quality engineers. IIT Patna's highest package of 38 LPA was offered by Microsoft, followed by DE Shaw and Arcesium which offered 33.5, 32.5 LPA respectively. Hoping that you are doing fine in global pandemic . I think you should opt for IIT Patna Civil or Chemical with comparison to ISM Dhanbad metallurgy . As IIT Patna is better alternative than ISM Dhanbad due to it's better NIRF Ranking , Placements , Labs etc. Also opportunities in Civil or Chemical are greater than Metallurgy .

IIT Patna is a good college as compared to the IIT Gandhinagar. You will find a good culture in the IIT patna for engineering. This does not meant that the culture is bad in IIT GandhiNagar, but IIT patna has a good culture.
Moreover, the placements at IIT patna are also good and soaring every year, so for the next 4 years this is a good option.
