Both IIIT Bhagalpur and MMM Gorakhpur are good colleges with decent CSE departments, please tell us in which factors you want a comparison- faculty, placements, etc.
As you know that with this score you have not qualify the exam so you are not eligible to apply for NEET Counselling.

once you have been allotted a seat through. Counseling and you are satisfied from it you can go to the college anytime before the second counseling to deposit fees and other charges. Regarding documents kindly check the prospects of the college everything is mentioned on it.
Yes you can get seat in iiit and gfti colleges with these marks.
