The certificate is considered to be valid only if it is issued under central OBC list which is decided by the central government for OBC NCL.
The OBC c ertificate issued by the state government will only be valid in the state only because you come under state OBC list.

First is that since you do not belong to obc category you would be considered as general.
Other is the authorities would consider your case and help you with this.
