It's good that your caste comes under Delhi Central list. Hence, it should not matter if it is listed under state list. Also, generally in any national counseling process, your caste must be listed under central list. Hence, it should not bother you. However, now it is your job to get it listed under state list as soon as possible in case you need for admission to the concerned institute.

Jee mains can given three times consecutively in three consecutive years. Basically you are given three chances to clear it.
I would suggest you not to miss the chance even if your re not prepared because you would be able to get through paper pattern and difficulty level of the paper.
So, you will definitely get the home state benefit next year also and you will be eligible to take part in the jac counselling.
If you are participating in JAC counselling, and if you are selected in the first round, then you must have to take admission in that college only. Once you are selected in a round, then you can't participate in the next round. You can only have a option for choosing internal sliding during admission process, to change your branch, and for that you don't need to go for another document verification.

Being a dropper, nothing is going to happen in your career if you are trying for JEE 2023. Try to get JEE 2023 in the first attempt itself, as competition may increase in the next attempts. But you may loose the chance of writing certain scholarship exams. That doesn't matter. All the best
Jac counselling or colleges takes admissions on the basis of jee mains scores only. So, if you are aiming for jee mains 2023 then you can absolutely do it and your eligible for it.
But i would suggest you to kindly give this attempt although you are not prepared. But atleast you would get an idea of the paper pattern , types of questions asked in the examination and the level of it. Just try to attempt as correct as possible. Don't focus on number of attempts as of now but focus more on accuracy.
Honestly in this rank it is very difficult to get a college in Jac counselling . However you can go colleges which has lower cut offs like Guru Gobind Singh University. There are certain conditions like choices filled by the candidates, number of vacant seats in college, previous years cut offs and difficulty level of the paper which determines the cut offs.

No, there is no chance that even if i consider your category or domicile then also it is difficult to get a seat in DTU through jac counselling.
However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

I hope you're doing well. Since you've not mentioned the category so considering it to be general. 51.6 percentile is not enough to get admission through josaa councelling that too outside of Delhi candidate.
But still there is a little chance of your admission through IPU councelling. There are many colleges which comes under IP University. With this rank you can't get the admission in top colleges but yes there's a possibility for you to get admission in low rank colleges. If you have taken Hindi core as a subject along side PCM then you will have no problem in pursuing engineering further. Subjects along side PCM do not matter. It does help you in college for basics but it does not affect your admission process.

In jac Delhi counselling,
Seats are alloted on the basis of jee main crl rank.
85% seats are reserved for Delhi region students.
while the rest 15% seats are available for outside Delhi students
