If we go through previous year's data of seat allotment On the basis of data mentioned in the question by you, you have very low chances for any of the nITs with CSE branch but you can go for some IIITs with CSE branch :-

There are very less chances to get a seat in IIITs or NITs through this rank. You may try in CSAB last round councelling, if seats remains vacant then you have a chance to get a seat. But you have chances to get a seat in state councelling.

With a Percentile of 63.99 in JEE Main, you CRL will be anywhere between 390-400k, with a corresponding OBC Rank anywhere around 100-150k in JEE Main. You probably wont secure any NIT, IIIT or GFTI at this Rank, as well as low chances for State Engineering College in your State, if Admission through JEE Main. With 66.89 percentile, your Category rank would be around 7500+ . With this Category rank it is very Difficult to get any IIITs or NITs as most of the IIITs has cutoff rank of around 3700.
