First of all Joint Entrance Exam (JEE) is conducted for the admissions of undergraduate programmes in IITs,NITs,IIITs and other Central Technological Institutes by JoSAA. The exam is conducted in two parts- JEE main and Advanced. The students who qualifies both main and advanced are selected to IITs and CTUs such as IIScs,IISERs and so on. Of you qualify JEE main then you are eligible for applying to NITs and some government colleges like :
1.Delhi technological university,Delhi
2.Institute of Chemical Technology,Mumbai
3.IIIT,Allahabad
4.Jamia Milia Islamia,Delhi
5. Guru Nanak Dev University,Punjab and so on
Some private institutions also accept JEE main score.

2.M.A college of Engineering,Kerala
3.MIT,Pune
4.JECRC,Jaipur and so on

Yes you are eligible for the state quota of Jharkhand provided that you have the valid legal documents of domicile from Jharkhand State. At the time of reporting to the center during admission process, you need to provide these documents along with other certificates as mentioned in the NEET guidelines.

Assuming you are from general category, 530 marks will not be sufficient enough for a guranteed seat in Gov. college.

You don't have any chance in gov. medical college but have chance for gov. dental college Rajendra institute, Ranchi.
And in 15% AIQ seats also the cutoff is more than 570 minimum. For other state semi gov seats you are not eligible, you have to possess that state's domicile to avail.

I would like to inform you that domicile policy of Jharkhand means that you should posses a domicile certificate from Jharkhand state. If you dont have the domicile certificate of Jharkhand then you won't be able to recieve the home state quota for state colleges.

Usually different states have different criteria of domicile. As far as your question is concerned, if you have a permanent residence in bihar then you are eligible for the Bihar 85% quota during NEET counseling. Along with it if u have completed your higher secondary schooling from Jharkhand, you can avail the benefit of state domicile over there also.
So a student can avail multiple domicile as far as the criteria to prove your domicile is satisfied.

Based upon your marks and the category, it will difficult for you to get a government seat for 15% All India Quota seats in both Haryana and Jharkhand.
it would had been better if you had mentioned your domicile, to predict the colleges for 85% Sate Quota seats in your domicile. The cutoffs for general category and OBC are almost same, with a very less difference.
