Yes you can appear for NEET 2019, provided you pass in Chemistry by the time the first round of counselling begins. As per Code 1, those appearing in Class 12 qualifying exam and whose result is awaited, are allowed to appear for NEET 2019.

Admission based on the JEE Advance depends completely on the cutoff and cutoffs vary every year. You can check previous year cutoffs to get an idea as to what would be the safer score for admission.
