yes you have chance to get civil, you have a good rank , for sure you will top IIT college
It is better to choose NIT . You can try for IIT .
But it would be difficult to get top core branches in top IIT

Older ranks would not be changed, only new ranks be added on top for all extra students who have qualified.
Around 800 supernumerary seats created and total 11500 approximately seTs reserved for admission into IITs
This year as per extended list 31000 students have qualified and for general category cutoff
decfinetly you will get seat in any IIT because you have a good rank , congrats parvathi anil for that rank
Write a mail to CBSE. If possible reach their office and tell them about your issue. As CBSE conducts the JEE they will probably sort your problem
