Specifically talking aboutI IITGoa I can tell about that as IIT goa is near IIT Bombay so mor no of applicants apply for it.
You should go for mechanical branch at IIT Goa for first round of counseling than after that for second round
There is no such fee for JoSAA counselling. You will only have to pay the seat acceptance fee depending on your category. That is to be paid after you have been alloted seats. The first step is registration and choice filling which will be starting from June 15.

JEE Advanced is highly appreciated for its variety and surprises it brings in, So it's difficult to benchmark portion wise 'Number of Questions'. Though a vague conclusion on weightage of topics could be bought in. But all in all your clarity on concepts wins the race
