You can get many new IIT's in good branches , and apart from these you can also get BHU/Dhanbad in branches like metallurgy , mining etc , as seats have increased this year .
Apart from iit's you can get IIST , RGIPT , IIPE so you
A Common Rank of 24000 and EWS of 3200 looks pretty dismal as it won't fetch you any seat in any IIT. The number of seats in all IITs together is just above 11000 . Also for the EWS category the number of seats resrved is close to 500 .

Unfortunately no. You cannot appear for JEE-Advance 2021, the reason being is that JEE-Advance has maximum of two attempts for two consecutive years which includes your passing year of class 12th. It seems that you have passed class 12th in 2019 so you were only eligible for JEE-Advance
According to your rank , it would be tough getting good iit's , however you can go for counselling , you might get a lower branch in new iit's/BHU/Dhanbad mining , ceramics , metallurgy etc in the last rounds . However you can try for other colleges
Dear Student,
If you have not cleared the individual subject cut-off then overall you are not qualified. Hence you will not get any IIT.But there are many other colleges which accepts the score of JEE Advance to give admission . You can check them.
