At this point of time it is not certain whether the 75% criteria will be restored or not but if it gets restored then you might not be able to appear for JEE-Advance exam even after qualifying JEE-Main because to appear in JEE-Main there is no percentage limitation.

As you have not mentioned the Category you belong to, so I'm considering it as General Category and giving information based on it. You can't get free Agriculture seat based on previous year's cut-offs. But your parent overall income do matters and that should be within the prescribed range.

Dropping for a year to prepare for JEE is not a bad idea. Many students do that and many got succeeded also. Since you didn't gave JEE mains this year, your chance for getting in good Govt. Engineering colleges is low as most of the government colleges only accepts
