According to previous year cutoffs provided by JoSSA the maximum rank under which OBC candidate even get admission into GFTI is around 18k to 20k but your rank is far from that hence it would be impossible for you to get admission under JoSSA counseling.Although you can try your luck in CSAB special counseling for better chances.

A rank of 398491 in crl is a bit low of a rank. Due to the competition increasing by the minute everyday, the need for scoring higher marks and scores keep increasing more and more. Hence, unfortunately the top nits and IIITs would be tough to get into with this score. Also other Centrally Funded Technical Institutes ( CFTIs) such as the IITs also would be a bit tough. Some newer NITs might be possible based on the reservation such as NIT Andhra or NIT Pondicherry.
And, since you have mentioned that you belong to the sc category, the chances of you getting into some some of these universities are a bit more. There are some other universities into which you have a good chance of getting into. EEE and ECE are courses that are very high in demand. Hence I would suggest you to apply for other universities.

Well, as per the previous year's trend and comparing it to current year's jossa stats:
there is very low chance of you getting ECE (in 2019 josaa last round closing rank was 167441and this year it is 113082 so a drop is seen and so will be in csab), previous year CSAB closing rank for ECE was 167441 and chances are for a drop in this year too!, so definitely there is very less chance for you...

So, The preparatory rank in JEE advance, even for SC category, is not really an actual rank. It's basically a rank for preparatory courses. This means, the vacant seats in IITs that are not occupied by anyone after counselling, are given to some other students, who get a year to prepare in IITs. They, then appear for an examination the next year, and based on that their seat is confirmed in the respective IITs. So, i don't think that preparatory ranks are accepted in any counselling.

No, you are not required to pay any fee at the time of registering for JoSAA Counselling 2020. You have to pay Rs. 35,000 if you are from General Category or Rs. 15,000 if you are from SC, ST or PwD category at the time of seat acceptance through net banking or challan.
