It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS category is lower than the general category However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced But the previous cut offs of colleges should be taken in consideration, it is better to research over the cut off of colleges then make a preference list of colleges and fill accordingly

So, according to your CRL rank, it's not possible for you to get a seat in any of the NITs , for any branches. As you might be knowing the cutoffs are really tight in these colleges, being the best in the country, and your rank is too high for that. You don't have much chances in CSAB round as well, because being from general category, your rank is too high for NITs.

HBTU is not included in participating list of JOSAA, It has been removed from the JOSAA participating institutes list. HBTU have its own conselling on the basis of JEE Main ranks.

When you will fill your choices in the list then if you want good branches then you should fill NITs first and then IITs but if you are institution preferred then you should mention IITs first and then NITs.

Well, the placements of COEP are astonishingly very good!, and also CSE is the top notch demand for the students as well as the future... So, My suggestion would be, if you get a seat in COEP then must consider it over VNIT Nagpur ECE branch, as the highest placement of COEP in 2020 was 39 Lpa, and 60 students are already placed out of 80, and in VNIT Nagpur, the placements ECE are not even near the placements of COEP,
Yes the rankings of VNIT are better than COEP, but the academics, placements, and college life is actually which matters... and based on that, COEP will be my suggestion
So choose wisely,
