Once the JEE Main test 2022 for both sessions has been successfully completed and the results have been released, the JoSSA 2022 counselling will start. The three processes used for JEE Main counselling are JoSAA, CSAB NEUT, and CSAB SFTI.

The TS region people will not be considered as a local candidate for ap eamcet. You will be considered as non local candidate. you may get a seat, but you can't avail few features like scholarship, reimbursement as you are a non local candidate.
Selected students have to make payment of Tuition Fee, self-reporting through the website and then report to the college.

Yes definitely you can, even you can only take part in JOSAA counselling only after the declaration of all the results of JEE-Main and JEE-Advance so right now even when the result of JEE-Main 2022 session 2 will be announced, the counselling window will not open because counselling will start only after the declaration of result of JEE-Advance so counselling will be starting in the month of September 2022, so then you can register yourself on the basis of your final result of JEE-Main 2022 and note that as you are appearing for both the sessions of JEE-Main so best out of both the results will be taken for final consideration.

The JEE Main 2022 counselling is handled by the Joint Seat Allocation Authority (JoSAA). Candidates who have qualified based on their JEE Mains 2022 results will be entitled to apply for JEE Main 2022 counselling in order to gain admission to NITs, IIITs, or GFTIs.
Interested candidates must complete the JoSAA 2022 registration process by the deadlines. Only registered candidates will be able to participate in JEE Main 2022 counselling. Registration, choice filling, locking of choices, seat assignment, and payment of seat acceptance fee are all procedures in JEE Main counselling 2022 through JoSAA.

Yes, It is not allowed to submit your father's caste certificate in place of yours. You need to submit your SC caste certificate if you want to claim the benefits of your caste reservation. But don't worry if you don't have your certificate with you now. For the time being, you can submit a self declaration form which is there in JEE mains information brochure. But it can only be resubmitted during the time of registration or when the correction window opens. But, if there is any deadline mentioned for submission for the certificate, can submit it before that. Else if you couldn't submit on time, your score would be counted in general category itself.
Please apply for your latest caste certificate as it would be required later. Also you'll be given a chance to recover your mistake at the time of counselling or reporting when your seat will be allotted to any particular institute.

Definitely! See to be honest, it would be very difficult for you to get into some Indian Institute of Technologies or IITs. However, if you hail from some of the North-Eastern states like Mizoram, Meghalaya etc, then there is almost full chance that you'll get admission into these NITs using your state quota!

See on such percentile you can hardly get any seat in JOSAA counselling but you have some chances in last round of JOSAA or in CSAB especially in some of the GFTIs. So you should appear in counselling if you are ok with such GFTIs.
As per your percentile in JEE-Main 2022,

Till now the official qualifying cut-offs have not been released and the qualifying cut-off percentiles are released along with final result of JEE-Main 2022 which will be released after both the sessions i.e. most probably in August '22.
But o n such percentile, being a SC candidate you have very good chances to qualify for JEE-Advance 2022 but still the cutoffs for this year have not released yet officially.
As the cut-offs are released along with the JEE-Main 2022 result so for now you can get an idea from JEE-Main 2021 qualifying cut-offs that are enlisted below :-

As you have procured 44 percentile in jee mains 2022 and to participate in josaa counselling , anybody can participate in the counselling but there is no point in registering for counselling because if you belong to general category it's just not possible to get any college in this percentile because the cut offs will be higher.
Maybe you can try for some GFTI's like
