You need to visit official website of institute, need to visit careers section of website. There you able to see the listing of available vacancies. If you dont find medical lab technician job there, then you need to check with helpdesk of institute and need to send your resume with relevant data. They will able to guide you further.

There are 2 Acts that we need to mention in this answer. One is Jammu and Kashmir Reservation Act 2004 which provides reservation to ST,SC and OBCs. Under OBCs, ALC and RBA are also included. OSC also falls under OBC. Now we have the merit list for NEET 2019 and you can check that at: https://www.jkbopee.gov.in/Pdf/Downloader.ashx?nid=6449&type=n . Out of 800 MBBS seats, 18% are reserved for OBCs under RBA, ALC and OSC. That is roughly 144 seats. In 2019 under State Quota, 467 marks secured a seat under OSC Category in a GMC. 467 was also the cut off for RBA. 450 was the cut off for ALC. Now this is all 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. For a seat in 2020 under RBA, ALC or OSC, you need to score atleast 500-525.

Based on previous year's NEET cutoff for 100% state quota in J&K, it may be difficult to get a seat in a government medical college for your score. However, this may change depending upon availability of seats, number of aspirants, NEET question paper difficulty level and marks obtained.
