Yes 10th and 12th marks matter in campus placements. They are used for eligiblity purpose. Many companies now a days only allow students who have more than 60-65%(depends on company) to sit in placements.
With this marks you have less chances of campus placements. But you can apply for off-campus placements as many companies does not take into into consideration 10th marks.

First of all there are no disadvantages although it is advisable that you should not change your stream in MTech but that dosent affect anything. You can always go for coding there are no restrictions and if your skills are good companies like Google,Microsoft would accept you anyway.
Also these companies dont only look for CSE Grads they look for other streams too. So go for it if you like that field, you know you can excel at it.

Specializations for M.Tech CSE are Artificial Intelligence, Image Processing, Data Analytics and Security.
I would suggest you to go for Image Processing as it has a very great scope in future in comparison to others. Artifical Intelligence and Data Analytics are in scope for now a days but with the increasing trends and other factors, Image Processing is of greater scope. Do look at you interest. That matters the most.
