Hello aspirant , can you please mention the name of examination . State exams release their list differently. Different states has different release date. Without knowing the name of your state , i.e. the state in which you are seeking admision it is quite difficult to tell you the dates.

It is mandatory for you to fill the Abdul Kalam Technical University M.Tech admission form to get admission and you cannot expect to get direct admission in AKTU directly as per rules of the university.

Hello aspirant ,  with 39 marks out of 100 in Karnataka PGCET , you should expect rank around 15000. It is quite difficult to get a rank above 15000. This is only an estimate , it varies according to difficulty level of paper  as well.
