There is no definite college for such purpose. All you need is deep and thorough knowledge of this field. You must also aware with entrepreneurship scheme. You can easily start your own company or you can also go for freelancing. You must have good management skills, Entrepreneur skills, deep knowledge of your preferred field. This way you can found your own software company. For deep and thorough knowledge, you have to study hard in your graduation and post graduation.

MHRD has banned the technical education like B.tech & M.tech programme on distance mode including AMIE, No Institution is permitted to offer Diploma, Bachelor or Masters level programme in Engineering and Technology now as these programme is not possible without Lab or practical.

Well I would recommend not to go with any fraudulent practices. It's after all a matter of your career.

I understand your dilemma but if the scores are not really pathetic, do mention them. It won't create much of a problem.

Eligibility for M.Tech. in Biomedical Engineering. As a minimum criterion of eligibility, aspiring candidates need to have completed graduation in (B.E. /B.Tech.) with a minimum aggregate score of 55%. Candidates in the final year of graduation are also eligible to apply.

For SEBC (OBC) candidates, a minimum of 54% marks in aggregate in their B.Tech degree is mandatory. Candidates who have passed AMIE / AMIETE exams and satisfying the following conditions, are eligible for admission: A minimum of 55% marks are required for section B in AMIE/AMIETE exam.
GATE Eligibility Criteria 2019  IIT Madras has announced the eligibility criteria of GATE 2019. All of the essential requirements and qualifications that the candidates will have to meet have been listed out in the GATE 2019 eligibility criteria. Candidates who meet the required criteria will be able to apply and attempt the GATE examination. GATE eligibility criteria 2019 consists of academic qualifications, nationality, age criteria and more. Inability to meet the eligibility criteria of GATE 2019 may lead to the disqualification of the candidates. I put someone else email address in GATE form will it be create some issues in future.(like if I ragister for m. Tech courses in future)

First thing, whenever you are applying for the examination, you should always register or provide your email address. so, that the authorities can contact you in personal with all the related information. Since, you have provided others email address while filling the application form, communication gap will come.

Still, it won't create any issues if you have access to that email address and you get all the updates regarding the exams.
