Well this all depends on you because both courses have there own pro and cons. Secondly its your interest level. You should go according to your interest and prefrences. Also doing any course from outside country will give you different exposur and doing m.tech from india is different from that.

You need to visit the college account section and apply for a refund by submitting an application or you can contact the college administration block they can help you. 

Hey,  

Firstly mention the name of exam whose admission or counselling or any else fee, you want to get refund of. As not all the exams follow the refund policy.In case , the exam or college you have applied to,  has a refund policy , write them a mail and explain your reason for withdrawal and ask them for your money refund. Also,  there are chances of finding a fee refund tab on the official website or your portal. But i can not tell ypu anything in particular,  without knowing the name of exam.
